INTRODUCTION

 Welcome to the Jones County Parks and Recreation Department. Staff constantly strive to provide quality recreation and leisure opportunities by offering a comprehensive program base, well maintained and user friendly facilities, as well as clean and safe park spaces.

Towards that end, this manual shall serve as a reference guide by outlining the policies, procedures, rules and regulations relating to the Department’s day to day operations.

LIGHTNING POLICY

It is mandatory to leave the facility immediately once the lightning is present.
Play should be suspended until lightning has left the area(within 10 miles) for 30 minutes.
Coaches/Officials/Parents will be held responsible for their participants or children.  No party, game, play session, or practice is worth getting someone hurt so when in doubt, get out off the weather.

The Jones County Parks and Recreation Department will adhere to its mission and core values when making all decisions.

Advisory Committee – This four-member committee serves in an advisory capacity to the Board of Commissioners, in addition to other county related functions, in matters pertaining to parks and public

Policies and Procedures Administration – The Director of Parks and Recreation will administer the policies and procedures outlined in this document. Under the direction of the County Administrator, policy changes will be brought to the Advisory Committee for discussion, recommendation, and review

CUSTOMER SERVICE POLICY

The Jones County Parks and Recreation Department will provide high quality services and programs to its patrons and guests. The Department staff has the goal of providing excellent customer service, making each customer contact, whether internal or external, and a positive experience.

 

Customer Service – Staff of the Jones County Parks and Recreation Department will implement customer service tools to ensure comments and suggestions are solicited from all patrons and users of the County’s facilities and

    1. Communication with our Patrons – will be a priority and staff will have appropriate interaction skills to provide accurate information to all questions and inquiries from patrons.
    2. Staff Training – the guest experience concept will be introduced during staff training and be reinforced throughout employment. Additional customer service training will take place throughout the year at staff meetings.
    3. Moments of Truth – occurs any time a patron comes in contact with the Parks and Recreation Department and gets an impression of the service provided. Staff will identify and address moments of truth.
    4. Customer Service – will not compromise the safety of patrons at any time
    5. Satisfaction of Service and Programs – is the priority of the Parks and Recreation Department. Patrons dissatisfied with programs or services are encouraged and invited to approach the staff with their concern. The staff will respond in a timely manner to all customers.
    6. Evaluation of Services – will be performed regularly by providing patrons an opportunity to complete a program or facility survey at the conclusion of each program or facility season. In addition, patrons are encouraged to give comments and suggestions to any staff member to help the department
    7. Achieving Solutions – will be the goal of the staff whenever comments or concerns are identified. The department will strive to achieve necessary results and solutions.

The Jones County Parks & Recreation Department has general policies and procedures that will guide staff when making decisions. All decisions will be made with patron and staff safety in mind, in order to provide a family-friendly environment.

 

Proof of Residency – Current Jones County Residents are entitled to resident rates on all admissions, rentals and programs. The Jones County has instituted the following procedure for residents to establish

    1. A patron must provide one of the following identification in order to receive the resident rate.
      1. Unexpired driver’s license
      2. Unexpired state identification card
      3. Current months utility bill showing address
      4. Most recent property tax receipt

 

Inclusion Services – The Jones County Parks and Recreation Department encourages people with disabilities to participate in our programs our events. The Jones County Parks & Recreation will comply with the Americans with Disabilities Act in providing reasonable

    1. The Jones County Parks & Recreation contracts with the Municipal Partners for Inclusive Recreation to provide assistance for any individual who needs support participating in a Parks and Recreation
    2. Inclusion aides receive free admission while providing
    3. The Jones County Parks & Recreation has a grievance procedure available to address ADA concerns if needed.

 

Safety – The safety of our patrons and staff members is a paramount concern of the Parks and Recreation Department.

    1. In the event of an injury, accident, illness or uncomfortable situation, a staff member should be notified
    2. In the event that blood or bodily fluid is involved, participation shall be halted until the area is properly cleaned and an accident report is filed by a staff

 

Language – The Jones County facilities and programs are intended to be family- oriented. Inappropriate language will not be tolerated. Patrons warned more than once may be asked to leave the

 

Lost and Found – Any items found in the Jones County Parks system will be brought and stored in the Directors office.

    1. Valuables will be stored in the safe at the Directors office. After thirty days, lost and found valuables will be given to the Jones County Board of Commissioners.
    2. Lost and found items not considered “valuable” are stored for two weeks before being donated to

 

Solicitation – Solicitation, including the distribution of literature or the seeking of contributions, is not allowed in Parks and Recreation

    1. Facilities may be the collection site for food/toy drives with the approval of the Director of Parks and Recreation or his/her
    2. Violations will be reported to the Jones County Sherriff Department for

 

Signage/Flyers – Outside flyers of programs/events, from not-for-profit organizations, that are not in direct competition with programs offered through the Jones County Parks and Recreation Department will be considered for

    1. The Director of Parks and Recreation shall approve flyers/banners at least one week before posting.
    2. Flyers should look professional.
    3. Flyers may be posted up to two weeks in advance of program/event.
    4. All materials will be discarded following publicized event unless otherwise

 

Vandalism – Violations will be reported to the Jones County Sherriff Department for investigation. Vandals will be prosecuted to the full extent of the

 

Violators – Rule violators create an unsafe and unfriendly recreation environment. Rule violators shall be dealt with in a reasonable and courteous manner. When dealing with rule violators, staff will make every attempt to be consistent, explain the rules and resolve any situation. Repeat rule violators or those refusing to abide by department rules will be reported to the Jones County Sherriff Department. When dealing with rule violators, staff will follow these guidelines.

    1. Staff will enforce rules consistently and fairly at all
    2. Staff will understand and be able to explain rules to
    3. Staff will use a positive
    4. Staff will refer problems to a full-time staff

The Jones County Parks & Recreation Department will follow its mission when making decisions on rentals of Jones County facilities. Every effort shall be made to rent areas that generate additional revenue in an efficient and manageable manner, while balancing the needs of the citizens.

 

Facility Bookings – All activities shall be booked in advance based upon availability after County events and programs have been

    1. Jones County facility reservations are available for leisure activities, recreational opportunities and County activities
    2. Each of the County’s facilities will have a pre-determined lead time for
      1. Athletic Fields may be booked commencing the first business day in
      2. Auditorium may be booked commencing the first business day in
      3. Gym’s may be booked commencing the first business day in January.
      4. Shelters may be booked commencing the first business day in
    3. Reservations that take place during normal hours of operation shall be made a minimum of two days in
    4. Reservations that take place after normal hours of operations and large events shall be made a minimum of two weeks in
    5. Rental fees are established by comparative study and reviewed annually. The current rental rate for the Jones County Parks and Recreation facilities can be found in the appendix of this
    6. If there is not a rental fee assigned to a facility, the facility is not available to
    7. In order for a reservation to be considered valid, all terms of the agreement shall be completed.
      1. A signed rental agreement shall be on

Facility Rental Reservation Guidelines – Renters may book facilities according to the following guidelines.

    1. Rental fees are calculated per
    2. Rentals that stay past their scheduled time will be charged an hourly rate for additional time. If possible, this will be taken out of their
    3. Facilities cannot be rented for events that are open to the public and involve an admission charge at the
    4. The Director of Parks and Recreation or his/her designee may make exceptions to these guidelines when it is deemed to be in the best interest of the facility and the

 

Rental Reservations – Staff will ensure an accurate and efficient registration process for all rentals. All reservations shall be made during normal hours of

    1. All rentals shall be reserved in the following
      1. In person at the Jones County Recreation
      2. By phone with a credit
    2. Forms of payment
      1. Cash
      2. Check – All returned checks are subject to a return
      3. Credit Cards – Visa, MasterCard and Discover are

 

Deposit – All general public rentals shall require a damage/security deposit at the time of booking. The deposit shall be returned in full as long as all terms and regulations of the rental agreement have been adhered

    1. Deposit shall be retained if excessive cleanup is needed or for any
    2. Deposit shall be refunded two to three weeks after the

 

Cancellations – Reservations may be canceled up to fourteen days in

    1. Cancellations shall be made in writing to the staff person responsible for the facility in which the activity was to be
    2. A full refund will be given for any reservation canceled at least fourteen days in advance.
    3. Cancellations received less than fourteen days will not be eligible for a refund
    4. Rental fees shall be retained by the County for any booking that does not show
    5. In the case of inclement weather, every effort shall be made to reschedule the activity. If this is not possible, a full refund of both the deposit and rental fee shall be
    6. In those cases where 75% of the rental time has passed, the event will not be rescheduled due to inclement weather and no refund shall be
    7. Refunds may not be given on the threat of inclement
    8. Rentals made less than fourteen days in advance shall have a twenty-four hour period in which to cancel and be eligible for a full refund of deposit and rental

 

Refunds, Replacements and Fee Accommodations – All adjustments to rental contract fees shall be approved by the Director of Parks and Recreation or his/her

    1. Requests for fee adjustments shall be made by the renter in writing and addressed to the Director of Parks and Recreation or his/her
    2. Deposit guidelines and cancellation deadlines shall be followed when determining eligibility for a
    3. No refunds will be considered if a renter or event participants are asked to leave for noncompliance with Community Center
    4. In the event the Community Center must cancel or alter the contracted parameters of an event, management shall determine whether to offer a future rental at no charge, or a partial/full refund.
    5. Refund of fees and/or deposits will be processed within three weeks of the

 

Chaperones – Chaperones are required for all rentals involving children under the age of

  1. The number of chaperones required depends on the age of the children.
  2. The required ratio for chaperones is 1:5 for all parties involving children age 8 and under.
  3. The required ratio for chaperones is 1:10 for all parties involving children between the ages of 9 and 18.
  4. Chaperones are expected to directly supervise the children while in the
  5. All parties will be expected to follow the chaperone
    1. Staff will notify the rental contact if the party does not have the proper
    2. If the additional chaperones do not show up within 15 minutes, the party will be asked to leave the
    3. A refund will not be given to a party that is asked to leave due to insufficient chaperones.

 

Catering and Food – The Jones County Parks & Recreation allows outside food and beverages to be brought in for

    1. Renters shall be responsible for contacting caterers and making all food
    2. Alcoholic beverages are not permitted at Jones County Recreation Complex or Jones County Park without prior approval from the Director of Parks and Recreation or his/her designee, as well as a special use permit approved by the Board of
    3. Renters wishing to use a food truck at their rental will need a mobile food vendor permit from the Jones County department of Planning and
    4. Specialized trailers, grills and any other catering equipment must receive permission for site access and placement by coordinating in advance with the Director of Parks and Recreation.
    5. Caterers are not allowed into the facility until the reservation start time stated on the contract.
    6. Glass containers are not allowed.

The Jones County Parks & Recreation Department strives to offer programming that meets the needs of the community. This includes a wide array of programs, leagues and wellness opportunities for people of all ages and abilities. Staff will maintain current programming trends in order to enhance the health, fitness, wellness and quality of life of our residents.

 

New Programs – New programs will be reviewed by staff, to coincide with the preparation of each brochure. The following procedure will be used by staff to propose a new

    1. Staff will complete a new Program Submittal Sheet and submit it to their
    2. The supervisor will review the Program Submittal Sheet. If approved, the Supervisor will submit the sheet to programmer with his/her signature. If denied, the Supervisor will discuss the program with
    3. Once the program has been approved, programmer will add the program to

 

Program Fees – Staff will review all program costs and set fees during the budget Program fees are based on the following guidelines:

    1. Recreation program fees are expected to, at a minimum; recover costs associated with the program along with a 20% administrative fee to cover brochure, administration and utilities.
    2. Resident fees shall be set at a rate below non-resident
    3. Staff will factor in whether the program is a core service versus a specialty program when determining

 

Program Dates and Times – Program dates and times will be set by staff in order to maximize class participation and facility

 

Program Registration Deadlines – Registration deadlines are designed to encourage early registration. To coincide with the cancelation and refund policies, all programs will have a registration deadline of a minimum of seven calendar days prior to the start of the

 

Program Registration – Staff will ensure accurate and efficient registrations for all Parks and Recreation

    1. All registrations shall be completed in accordance with the program enrollment of choice.
      1. In person at the Welcome Desk at the Jones County Recreation
      2. By phone with a credit

Program Refund Policy – Full-time staff will administer program refunds that are fair and consistent with the policies of the Jones County Parks and Recreation Department and do not jeopardize the financial well-being of the

    1. A full refund will be given for programs canceled by Jones County Parks and Recreation or if a registrant is restricted from participating in a program due to a change in program dates or times. No service charge will be
    2. No refunds will be given for registration cancellations requested less than seven (7) days prior to the start of the
    3. A service fee of $5.00 per participant per program will apply to all refunds initiated by the
    4. If a refund is requested due to illness or injury, a prorated amount will be granted if the request is made after the program has started. A written refund request must be submitted with a physician’s statement
    5. No refunds or make-ups will be given for missed lessons, classes or practices with the exception of those canceled by the Jones County Parks and Recreation
    6. Refunds $10.00 or less will be credited to the customer’s household account for future use.
    7. Refunds over $10.00 will be credited to the customer’s household account, or issued in the form of a refund
    8. Please allow 2 – 3 weeks for refund
    9. League refunds will not be given for any
    10. Senior trips will receive a full refund if they cancel at least fourteen days prior to the date of the trip, after which a prorated discount will be given in order to recover direct costs.

 

Cancellation Policy – Outlined below is the procedure to follow when staff is determining to cancel a class.

    1. Jones County Parks and Recreation reserves the right to cancel a class if the program minimum has not been met seven (7) days prior to the first class
    2. Jones County Parks and Recreation will not be able to issue credits for missed classes or
    3. Programming shall not be scheduled on those dates when the facility is closed for holidays.

 

 

Program Location – Staff will ensure that programs will be conducted in a safe, pleasing environment for participants. Staff reserves the right to cancel the program location if a program location becomes unsafe or

    1. Before a program – Staff will inspect the program location to ensure it is safe and clean. If the location is unsafe or unpleasant, staff will try to move the program to an alternate location. If an alternate location is unavailable, the program shall be
    2. During the program – Staff or their designees will cancel a program if in their opinion the location becomes unsafe for participants. Staff will try to move the program to an alternate location. If an alternate location is unavailable, the program shall be

 

Weather Cancellations – Staff will adhere to the following procedures to handle severe weather conditions. If a program has been canceled, youth program participants will be taken to the closest operating Jones County facility if their parent is not in

    1. Extreme Temperatures:
      1. Youth programs – Will be canceled if the heat index exceeds 100 degrees Fahrenheit; or the wind chill drops below 32 degrees
      2. Adult programs – A decision will be made by staff for programs where the heat index exceeds 100 degrees Fahrenheit or wind chill drops below 32 degrees Fahrenheit based on the
      3. Special events – A decision will be made by staff for programs where the heat index exceeds 100 degrees Fahrenheit or wind chill drops below 32 degrees Fahrenheit based on the
    2. Hail – All outdoor programs will be
    3. Lighting – If lighting is spotted, all program participants will be evacuated to a program participant’s vehicle with the windows rolled up or the closest designated shelter for of a time of 30 minutes after the last lightning bolt is spotted. Staff will ensure that program participants are evacuated and avoid metal fences, gates, tall light poles, power poles or taking shelter beneath a
    4. Rain – Programs will continue as long as staff determines the program participants are safe.
    5. Severe Thunderstorm Warning – All outdoor programs will be canceled. Indoor programs will be suspended and participants will be moved to shelter location until the warning has passed and then the program will be resumed if
    6. Thunder – If thunder is heard, all outdoor program participants will be evacuated to a program participant’s vehicle with the windows rolled up or the closest designated shelter for a time of 30 minutes after the last clap of thunder is heard. Staff will ensure that program participants are evacuated and avoid metal fences, gates, tall light poles, power poles or taking shelter beneath a tree. Indoor programs will not be interrupted due to
    7. Tornado Warning – All outdoor programs will be canceled. Indoor programs will be suspended and participants will be moved to shelter location until the warning has passed and then the program will be resumed if
    8. Wind Advisory – All programs will be evacuated to a predetermined location until the end of the wind advisory.

 

Program Evaluation – Program evaluations will be conducted by staff at the conclusion of each

    1. An electronic survey will be e-mailed to
    2. A paper copy of the program evaluation form will be available at the Welcome Desk upon request.

The facilities of the Jones County Parks and Recreation Department shall be used primarily to serve the recreational and leisure needs of the residents of Jones County. Each facility within Jones County shall maintain a balance for public usage, programming, rentals and Jones County School District usage.

 

General Priority Use Guidelines – Each area within the Jones County Parks & Recreation department shall establish a schedule of operations that balances public usage, programming, rentals, and Jones County School District

    1. Athletic Fields
      1. Programming – primarily scheduled from the hours of 6:00 p.m. – 11:00 p.m. on weekdays and 8:00 a.m. – 11:00 p.m. on the weekend.
      2. Jones County School District – usage for after school sport practices 3:00 p.m. – 6:00 p.m. Limited use for night
      3. Affiliated User Groups – available open time after programs and Jones County School District have been scheduled. Will receive priority scheduling with requests for usage taken prior to other
      4. Rentals – available open time after programs, Jones County School District and Affiliated Users have been
      5. Public usage – any time there is no programming, Jones County School District, Affiliated Users or
    2. Community Center Rooms
      1. Rentals – available open time after programs have been
      2. Programming – top priority is to keep programming in rooms
      3. Jones County – the department will try to accommodate any Jones County
    3. Gym’s
      1. Programming – primarily scheduled before public hours of operations. Limited scheduling during public
      2. Public usage – top priority during all public hours of
      3. Rentals – available open time after programs and Affiliated Users have been scheduled.
      4. Jones County School District – limited usage for classes, parties and
    4. Basketball Courts
      1. Programming – primarily scheduled from the hours of 6:00 p.m. – 11:00 p.m. on weekdays.
      2. Affiliated User Groups – available open time after programs have been scheduled. Priority scheduling, with requests for usage taken prior to other rentals.
      3. Rentals – available any open time after programs and Affiliated Users have been scheduled.
      4. Public usage – any time there is no programming or

 

  1. Tennis Courts
    1. Public usage – top priority during all public hours of
    2. Programming – primarily scheduled from the hours of 6:00 – 8:00 p.m. on weekdays and 8:00 a.m. – 12:00 p.m. on weekends.
    3. Affiliated User Groups – available open time after programs have been scheduled. Priority scheduling, with requests for usage taken prior to other rentals.
    4. Rentals – available open time after programs and Affiliated Users have been scheduled.
    5. Jones County School District – usage of courts for after school sport practices 3:00p.m. – 6:00 p.m. Limited use for weekend matches.

User Group Definitions – The Jones County Parks & Recreation Department recognizes its responsibility to serve all facets of the community. While it is important to ensure the financial viability of the department, it is equally important to provide access to those who expand the offerings of the department. The procedures outlined provide a guideline for access to facilities. User groups have been divided into four categories based on their level of affiliation with the Jones County.

    1. Internal User Groups – Reservations made by Jones County Park and Recreation Department to serve programs and special events for the community. Other activities for groups directly sponsored by these departments will be considered an internal user
    2. Jones County – Reservations made by other Jones County Departments or County official
    3. Jones County School District – Reservations made by Jones County School District to serve programs and events for the school
    4. Affiliated User Groups – Users who, as an organization, enhance the overall mission of the Department of Parks and Recreation by providing recreational, sports and/or wellness programs that expand the options for the community while not directly competing with current offerings within the department may apply for and be granted “affiliated” status, and thereafter be considered an Affiliated User Group. Additional information on Affiliated User Groups has been included as an appendix to this
    5. General Public User Groups – Anyone who does not fall into the other three

 

Procedures for Rental of Facilities for the User Group Categories – The following procedures should be used when booking facilities.

    1. Internal User Group Reservations – Internal groups will be scheduled seasonally as possible. Internal reservation requests will be honored in order of the priorities established by the Priority Use Guidelines. Requests for reservation outside of the priorities established by the Priority Use Guideline will be handled on an individual basis. A reservation will be allowed provided that space is available and that the user with priority gives consent.
      1. Damage Deposit Required: No
      2. Reservation Fees: Free
  1. Jones County – Jones County reservations will be scheduled when notification is received as possible. Internal reservation requests will be honored in order of the priorities established by the Priority Use Guidelines. A reservation will be allowed provided that space is available and that the user with priority gives consent.
    1. Damage Deposit Required: No
    2. Reservation Fees: Free
  2. Jones County School District – Jones County School District will be scheduled seasonally as possible. Jones County School District reservation requests will be honored in order of the priorities established by the Priority Use Guidelines. If accommodations are not available, affiliated groups shall be encouraged to use an alternate

Silver Status – 35% discount of fees Bronze Status – 20% discount of fees

  1. General Public Reservations – Reservations for the general public will be scheduled on an individual basis if space if available. If accommodations are not available, general public reservations shall be encouraged to use an alternate

  2. It will be the responsibility of the Director of Parks and Recreation to work with the staff in charge of each facility to creatively solve problems and offer innovative solutions for

The philosophy of the Jones County Park System is to maintain balance between the recreational needs of the community, recreation programs, Jones County School District needs and rental groups. The parks will maintain a user-friendly atmosphere suitable for adults and children. Staff shall strive to keep the park system clean and safe from potential harm to the user.

 

Park System – The Jones County Parks & Recreation Department is comprised of 2 sport complexes and 5 linear parks. A list of parks and facilities within the parks can be found in the appendix of this

 

Park Use – Jones County parks and facilities are to be used in a manner that is safe and secure for all patrons and users of the parks.

 

Hours of Operation – Jones County parks are open to patrons from sunrise to one-half (1/2) hour after sunset, with the exception of Jones County Sport Complexes which close at 12:00m. when lighted facilities are in use.

 

General Park Rules – Rules have been established to govern the use of general activity areas. All rules have been established with patron safety in

    1. Parks are open from sunrise to ½ hour after
    2. Motorized vehicles are restricted to designated parking areas and
    3. NO Alcohol is allowed in any park.
    4. No glass containers are allowed in any
    5. Fires are permitted only where fire grills are

Rental Guidelines – All General Facility Rental Policies and Procedures located in Chapter 4 shall be followed concerning rentals.

 

Facility Usage – Each facility within the Jones County parks system shall maintain a balance for public usage, programming and

 

Food and Beverage – The Jones County Parks & Recreation Department will allow food and beverages to be brought to the Jones County parks

    1. Glass containers are not

    3. Alcoholic beverages are not permitted at Jones County Park without prior approval from the Director of Parks and Recreation or his/her designee, as well as a Special Use Permit approved by the Board of

 

Special Set Up Instructions – County park facilities are rented as-is. If a renter would like to change the basic set-up, they must submit their request at least two weeks prior to the event.

    1. Picnic tables shall not be moved. An additional fee will be charged if tables need to be moved.
    2. Special set up arrangements shall be coordinated through the staff person responsible for the facility or his or her
      1. Animal’s attractions are prohibited in Jones County parks without permit.
      2. Inflatable attractions are prohibited in Jones County parks without prior approval from the Director of Parks and Recreation or his or her
      3. Tents, tarps, awnings, etc. larger than 10-foot by 20-foot are not allowed except with prior approval from the Director of Parks and Recreation or his or her designee.
      4. Stakes and other forms of in-ground anchoring systems are not
      5. Amplified music or sound is not allowed during rentals, as it interferes with other patrons and users park experience, without prior approval from the Director of Parks and Recreation or his or her designee. If amplified music or sound is approved, a rental will be considered a large event and will need to reserve the appropriate
      6. Utilities are limited to what currently exists at the specific location of the permit. Additional sources including generators and water tanks are not
      7. All promotional and specialty companies or permit holders who are utilizing rides, equipment or booths must provide proof of insurance listing the Jones County as an “additional insured” for a minimum of $1,000,000 per incident. A copy of such certificate should be on file with the Jones County Parks and Recreation Department at least two weeks prior to the

Large Events – The department will allow a limited number of large events each year.

    1. Large events shall be defined as any event involving more than 250
    2. Organizations wishing to utilize Jones County Park for a sports tournament shall pay the associated field rental rate instead of the large event
    3. There will be no other events booked during large events in order to minimize the demands on the County’s facilities. When reserving a park for large events, all associated rental sites within that park shall be included in the
    4. Rental fees for large events are established by comparative study and reviewed annually. The current rate for large evens can be found in the appendix of this document.
    5. A charitable or not-for-profit organization with a valid tax exemption under the Internal Revenue Code, upon submission of proof of tax exempt status shall receive a 25% discount for large

 

  1. All promotional and specialty companies or permit holders who are utilizing rides, equipment or booths must provide proof of insurance listing the Jones County as an “additional insured” for a minimum of $1,000,000 per incident. A copy of such certificate should be on file with the Jones County Parks and Recreation Department at least two weeks prior to the
  2. The following procedure shall serve to define the procedure for the reservation of large events.
    1. Only persons who are over 21 years of age may apply for use of the Jones County
    2. Any interested organization wishing to host a large event in a Jones County facility shall complete the Large Event
    3. Departmental staff shall review all applications and make initial recommendations to the Director of Parks and Recreation. Consideration shall be based on many evaluation factors including, but not limited to, timing and availability of facility requested.
    4. The Director of Parks and Recreation will review applications with the County’s Management Team at the next possible Management Team
    5. Applicants will be informed of the County’s decision within three weeks of receiving the application.
  3. Payment equal to half the reservation fee is due at the time of the booking in order to reserve the event. Full payment will be due two months prior to the

 

Pets – Pets are permitted in designated Jones County Parks.

    1. Pets are required to be on a leash at all times. The Jones County Sherriff Department will be contacted if park patrons do not have their pets on a
    2. Pet owners are responsible for disposing of pet waste. Mutt-Mitts are provided at various locations throughout the

The Jones County Community Center has been established with the goal of balancing the recreational needs of the community, programming and rental groups. The facility will maintain a safe, family-friendly venue suitable for adults and children as well as recreation programs.

 

Hours of Operation – The Jones County Recreation Department will be open to the community six days a week, with the exception of certain Jones County observed holidays. Any changes in hours will be communicated in a reasonable amount of time by posting of notice, e-mail and social media. The current hours of operations can be found in the appendix of this

 

Rental Guidelines – All General Facility Rental Policies and Procedures located in Chapter 4 shall be followed concerning rentals.

    1. The Community Center can be booked up to, but no more than, six months in
    2. Regular room renters can book their rentals for the next year beginning July 1st.
    3. Rentals must include set-up and clean up time. Patrons may not enter the room and must vacate the room by the time stated on the contract to avoid additional rental

 

Rental Fees – Rental fees are established by comparative study and reviewed annually. The current rate for the Community Center can be found in the appendix of this

 

After-Hour Events – The Jones County Community Center may be rented after hours as long as it is deemed in the best interest of the Community Center

    1. After-hour rentals may be booked during the hours specified in the appendix of this document.
    2. Unless prior approval has been received by the Director of Parks and Recreation, the maximum number of participants for an after hour event shall
      1. 200 people for events that utilize the Community Center
      2. 200 people for events that utilize the Gym
      3. 300 people for events that utilize both the Community Center and Gym.
    3. Staffing for after-hour events will be on a ratio of at least one staff member per 100 people.
    4. Fees for after-hour rents are established by comparative study and reviewed annually. The current after hour rate can be found in the appendix of this
    5. No rentals shall be booked for four hours after the conclusion of an After-Hour event in order to give staff time to clean the

 

Regular Renters – Regular renters are organizations who rent at least twelve times per year.

    1. Regular renters will receive the resident
    2. Regular renters must pay at least one month in advance for

 

General Reservation Guidelines – The Jones County Community Center will maintain a user-friendly atmosphere suitable for all ages. All guidelines were established with patron safety, security and overall satisfaction in

    1. Only the person named as renter will be allowed to make any changes to an existing contract or receive a
    2. Alcohol is prohibited in the Community Center without prior approval from the Director of Parks and Recreation or his/her designee and approval of a special use permit by the Board of
    3. Tobacco smoke, including the use of vapor products, is prohibited in the Jones County Community
    4. Staff reserves the right to inspect and control all events that occur at the Community Center.
    5. Any rental group who extends past the time stated on their contract will be subject to a fee of $50/hour for every hour they extend past their
    6. Neither the renter nor the guests of the renter shall use the facility for any unlawful purposes. The renter agrees to comply with all laws pertaining to the use of the facility, including occupancy limitations in accordance with the Jones County Fire
    7. Open flames/candles are prohibited with the exception of warming burners for
    8. Music volume must be contained to a level that does not interfere with other renters in the facility.
    9. The Jones County Parks & Recreation Department is not responsible for any stolen or loss of personal
    10. The Jones County Parks and Recreation Department reserves the right to have final approval on all scheduled events and

 

Set-up Instructions – Set-up requirements and instructions shall be communicated in writing in a clear and timely manner to allow for scheduling of staff and coordination of resources. Set-up instructions are intended to communicate the renter’s needs. Limitations to set-up may be necessary to ensure the manageable operation of the Community

    1. Renters shall specify rental set-up needs at least two weeks in advance of the rental. Standard diagrams for each room are
    2. All changes to set-up must be approved by the designated staff at least 72 hours in advance of the booking.
    3. Only minor changes to set-up may be requested by the renter on the day of the event and will be dependent on the staff’s ability to accommodate the

 

Equipment Use – A limited selection of equipment is available for use during rentals by prior

    1. The cost of repairs to damaged equipment will come out of the rental deposit. If the cost of repair or replacement of damaged equipment exceeds the deposit, the renter is responsible for the additional
    2. Requests for the use of equipment and supplies shall be made two weeks prior to the event.
    3. All equipment will be checked in and checked out by an

 

Decorations – Renters must adhere to the following guidelines in respects to

    1. Decorations for an event must not pose fire or health and safety risks, or damage any Jones County property.
    2. Appropriate placement is important to ensure proper facility maintenance and compliance.
    3. Decorations may be placed inside the room only. No decorations are allowed in the hallway.
    4. Decorations cannot be suspended from the ceiling or light fixtures. Glue, thumbtacks and adhesive cannot be used on wall
    5. Only painters tape may be used on the walls and cannot be taped higher than seven feet from the
    6. Open flame is
    7. Removal of decorations by the end of the time stated on the contract is the responsibility of the
    8. The Jones County Parks & Recreation Department will dispose of any decorations which are not removed by the renter.
    9. Failure to follow the decoration guidelines may result in removal and additional charges for any room damage that may be

 

Rental Supervision – To provide the renter with a quality rental experience and coordinate communication among client, staff and vendors, a designated employee will take an active role in overseeing rental

    1. Each rental shall be assigned a trained staff member as the Rental
    2. The Rental Contact shall be the main contact person for the rental and shall directly oversee the client
    3. Multiple staff will be trained to serve as a Rental
    4. The Rental Contact is responsible for communicating with event chaperones to ensure the chaperones follow the Chaperone and Facility
    5. The Rental Contact is responsible for communicating with the renters and enforcing rental guidelines, Community Center regulations and departure

 

Attire – The Jones County Community Center is a family-oriented facility. Patrons are required to dress in appropriate attire for such a facility. Patrons are required to wear shoes and a shirt while in the Community

 

Capacity – Set by the Jones County’s Fire Code, all Jones County Community Center rooms have a maximum occupancy that will limit the number of people who may utilize a room.

 

Storage – Due to spacing limitations, the Community Center does not allow renters to store items either before or after an event, without prior approval from the Director of Parks and Recreation or his/her designee.

 

Pets – Pets are not permitted in the Jones County Community Center, with the exception of service

JONES COUNTY GYMNASIUM POLICIES AND PROCEDURES

 

The Jones County Gymnasium features a 55 foot by 90 foot playable floor that is utilized for recreation programs and event rentals. The gym includes restrooms, tables with chairs and bleacher area that can seat up to 360 spectators. The facility will maintain a family-friendly venue suitable for adults and children as well as recreation programs.

 

  1. Hours of Operation – The Jones County Gym will be open to the community seven days a week, with the exception of certain Jones County observed holidays. Any changes in hours will be communicated in a reasonable amount of time by posting of notice, e-mail and social media. The current hours of operations can be found in the appendix of this document.
    1. The Gym shall be closed from Mid-April through Memorial Day for annual maintenance.
    2. The scheduled activities of the Jones County Gym are subject to change without notice.

 

Admittance Procedures – All Gym users shall be verified upon entrance to the facility to ensure the safety and security of members, program participants, the facility and its programs.

    1. Program Participants – Program participants shall stop and identify themselves upon entry through the means specific to the program
    2. Spectators – Activity spectators are permitted access to the Jones County Gym.
      1. Spectators must remain in designated viewing areas. Any spectator caught in an unauthorized area will be asked to leave the
      2. Spectators who act in an unsafe, disorderly manner will be asked to leave the facility. Failure to leave the facility when requested will result in the Jones County Sherriff Department being

 

Age Limits – Age limits are established for children using the Jones County Gym. Children 8 years and younger shall be accompanied by a guardian 15 years of age or

    1. Parents or guardians are expected to directly supervise their children at the Jones County Gym.
    2. Unsupervised children will be removed from the Jones County Gym and Sherriff Office will be contacted to contact their parent or
    3. The staff has the right to question the age of any child that does not appear to meet the age

 

Rental Guidelines – All General Facility Rental Policies and Procedures located in Chapter 4 shall be followed concerning rentals. In addition, specific rules concerning the rental of Jones County Gym shall be enforced.

 

Gym Rental Fees – Rental fees are established by comparative study and reviewed annually. The current rate for the Gym can be found in the appendix of this

 

Gym Packages – The Jones County Gym offers an unique and fun way to celebrate a birthday, event of special occasion. The package may be scheduled during a public session. The current fees for the gym can be found in the appendix of this

    1. The maximum capacity for the gym is 200
    2. Parties will be limited to two hours in the gym.
    3. Guests of the party are only permitted the time of the party.
    4. Food and drink is allowed with the exception of glass products.
    5. Alcohol, drugs, smoking, firearms or any weapon of any kind are
    6. Open flames are not
    7. Payment is due at the time of booking the gym.

 

Facility Use – The facility will be used in a manner that is safe and secure for all patrons and users of the

    1. The Jones County Gym can be used for basketball, hockey and broomball. Broomball will only be permitted with prior arrangements/approval.
    2. Other uses of the Jones County Gym will be considered with prior arrangements/approval.

Equipment Use – The Jones County Gym has basketball goals and aides available for patron use.

    1. Rental of Basketballs are available.
    2. Use of the Stage is allowed with permission from Recreation Staff.
    3. Basketball aides will be available during use free of charge to children under three feet of
    4. Misuse of equipment by patrons will result in the loss of the

 

Pets – Pets are not permitted in the Jones County Gym, with the exception of service animals.

JONES COUNTY PARKS AND FACILITIES

 

 

Morris Bank Recreation Complex – The Morris Bank Recreation Complex located on 146 Recreation Road off of Hwy 18 East it is 88 acres of recreation space for many outdoor activities.

There are 17 ballfields, 6 batting cages, 1 basketball court, 2 tennis courts, and 2 playgrounds for community use. There are also 4 sets of restrooms and 4 pavilions located around the complex.

 

South Complex – The South Recreation Complex located at 436 GA-49 directly off of State Highway 49 just across the Jones County / Bibb County line. This park contains many 8 fields

for baseball and softball as well as a football field on 36.37 acres of land. There are 2 batting cages

6 restrooms and 1 pavilion which can be rented out for gatherings.

 

Liberty Park – Sitting on 11.50 acres of land, Liberty Park, located at 3683 Upper River Rd

is a  great place for both children and adults alike. There is a playground for children to play

and a walking track with lots green space for many family activities such as volleyball, flying

a kite, and many more.  There also two pavilions which can be rented out and used for gatherings.

 

Piedmont Dog Park – Located beside the Government Center on 166 Industrial Boulevard just

off of Hwy 11 towards Monticello. The Piedmont Dog Park is a 1.5 acre area of land which includes

a walking track, two pavilions, two restrooms, and a fenced in section for your dogs to run freely around and play or you can even use the area to train your dogs on the obstacle courses. There are also water stations and pet waste stations for you and your animal’s convenience.

 

Mattie Wells Community Center / Park – With 29.50 acres of land, the Mattie Wells Community Center and Park encompasses both a large outdoor area and an indoor recreational gym used for basketball. This Community Center is located next to Mattie Wells Elementary School at 101 Mattie Wells Drive.

 

Haddock Community Park – Located on Peachtree St. this is a 3 acre park that offers playgrounds, pavilions, a walking track, and lots of green space for children to run and play.

 

Haddock Ball Park – The Haddock Ballpark is a 14.86 acre park located at the end of Peachtree Street. It has one ball field which is used for baseball and softball activities or just for fun. This space can be used for church groups, civic groups, or anyone who wants to enjoy an outdoor experience.

 

Government Center Gym – The Government Center Gym is located directly behind the Government Center on 166 Industrial Boulevard. Inside the building there is a recreational gym used for recreation basketball and a connected wellness center with various types of gym equipment for all your needs.

 

Knox Center Auditorium – The Knox Civic Center located at 161 W Clinton St, contains an auditorium and many conference rooms which can be rented out and used for community plays, community meetings, and even occasional fundraisers.

 

Jonesco Clubhouse – The Jonesco Clubhouse is located at the front of Lake Jonesco Golf Course at 834 GA-22. It can be rented out to use for birthdays, baby showers, committee meetings, or any other social gathering you can think of. It has a large open front room and plenty of restrooms.

AFFILIATED USER RENTAL GUIDELINES

 

With due consideration of the needs of the residents of the Jones County and the Department of Parks and Recreation, the overriding goal of the department is to provide cost effective and efficient rental of available space consistent with the mission of the department. In an ongoing effort to enhance the quality of life for our residents and provide comprehensive recreational, sports, and wellness programs, it has been determined that entering into affiliation with private organizations is a positive way to enhance the mission of the department. While it is important to ensure the financial viability of the department, it is equally important to provide access to those who expand the offerings of the department. The procedures outlined in this document provide a forum for access through levels of affiliation with the Jones County.

 

 

I.                    Affiliated User Group

Users who, as an organization, enhance the overall mission of the Department of Parks and Recreation by providing recreational, sports, and/or wellness programs that expand the options for the community while not directly competing with current offerings within the department may apply for and be granted “affiliated” status, and thereafter be considered an Affiliated User Group.

 

II.                 Eligible Facilities

All Parks and Recreation facilities, except facilities located within the Jones County Recreation Complex, are eligible for the discounted fee.

 

III.               Affiliated User Review

The Director of Parks and Recreation and his or her designees shall review affiliated user applications and make a decision to grant both affiliated status and level of affiliation.

 

IV.              Procedures for Rental of Facilities for Affiliated User Groups

The following guidelines shall serve to define the procedures for use of facilities and other resources by affiliated users:

 

  1. Application Procedures:
    1. Any organization wishing to be granted affiliated user status shall complete an Affiliated User Group
    2. Affiliated User Group applications shall be renewable
    3. Only persons who are over 21 years of age may apply for use of the Jones County
    4. Departmental staff shall review all applications and make initial recommendations to the Director of Parks and Recreation. Consideration shall be based on many evaluation factors, including current departmental offerings and availability of facility

 

  1. Affiliated User Group applications will be reviewed by staff as they receive them. Staff shall review the application and make their recommendation to the Director of Parks and Recreation of both affiliation status and level of affiliation based on established criteria included in the application worksheet within two weeks of receiving the application.
  2. Applicants shall be informed of staff’s decision within two weeks of the Director of Parks and Recreation’s
  1. Criteria for Application:

Upon initial consideration for affiliated user status, the review committee shall complete the criteria worksheet to determine affiliated user status classification. The following is a list of items that shall be considered to determine both affiliation and level of support:

  1. Degree to which the organization enhances the mission of Jones County Parks and Recreation
  2. Historical relationship of the
  3. Participation by Jones County residents in the organization, as described in number and as percentage of total organization
  4. Discount offered to Jones County
  5. Ongoing facility usage by the organization over the course of the season for the facility at which they have
  6. Number of volunteer hours provided for Jones County sponsored
  7. Flexibility of time requested for usage by
  8. Additional benefits provided to the community, including but not limited to:
    1. Participation in demonstrations and special events for the
    2. Positive representation of County at outside
    3. Revenue to the County through sponsorships of
    4. Access to professionals to assist in running departmental
    5. Provision of additional facility enhancements or
    6. Additional items identified by either the Affiliated User Group or the Department.
  9. Benefits available to Affiliated User Group from the Jones County:

Once granted affiliated user status, organizations shall be eligible for those benefits outlined below:

  1. Discounted Fees: Affiliated Users shall be eligible for discounted fees based upon the level to which they meet the criteria for application. The Affiliated User Criteria Worksheet shall be completed by staff to establish the organization’s status.
    1. Gold Status: Matrix score of 81 and above. This level is eligible for a 50% discount off all published usage fees for County-owned
    2. Silver Status: Matrix score in the range of 66-80. This level will be eligible for a 35% discount off all published usage fees for County-owned
    3. Bronze Status: Matrix score in the range of 51-65. This level will be eligible for a 20% discount off all published usage fees for County-owned
    4. Non-affiliated User Status: Matrix score of 50 or
  2. Priority scheduling, with requests for usage taken prior to other outside groups. Historical usage times shall be honored whenever

 

  1. Marketing of programs through inclusion of contact information in brochure and permission to post approved marketing materials at County-owned
  2. Use of County-owned equipment whenever possible and within County
  3. Ability to generate revenue for organization from use of County facilities in accordance with laws of the County and
  4. Exclusive use of County facilities for competitions based on historical usage and current demand.
  1. Facility Booking Procedures:
    1. Affiliated User Groups shall complete a Request for Usage form prior to the start of their season.
    2. The appropriate Supervisor shall contact the affiliated user to notify them of the availability of the facility space requested within two weeks of
    3. Schedule for each requested usage date will be mutually agreed upon a minimum of 90 days in advance of each season based on availability of the

 

V.                 General Rental Guidelines for Affiliated Users

To provide the Affiliated User with a quality rental experience, the following Rental Guidelines shall be followed:

 

  1. Each Affiliated User shall be assigned a full-time staff member of the Parks and Recreation Department as a contact
  2. The Contact shall be the main contact person for usage and shall directly oversee the user’s needs.
  3. The Affiliated User applicant shall assume responsibility for facility property and for conforming to the regulations established by the Jones County.
  4. Affiliated Users shall not directly compete with offerings of the Parks and Recreation Department.
  5. Affiliated Users who wish to charge admission in advance and/or at the door and whose purpose is compatible with the mission of the Jones County must obtain prior approval from the Supervisor of the area. The Affiliated User shall be responsible for collection of
  6. Rentals shall not violate the canons of good morals, manners or taste, or be injurious to the buildings, grounds, or
  7. Tobacco products and pets are not permitted during

 

VI.              Facility Reservations and Bookings

All user activities shall be booked in advance, subject to availability and the departmental use schedule for each area of the facility.

 

  1. Reservation Requirements:
    1. Facility may be booked up to one year in
    2. Reservations for activities that take place during hours of operation shall be made a minimum of two weeks in advance. Reservations for activities that take place outside of normal hours of operation or start or end outside of normal hours of operation shall be made a minimum of four weeks in advance.
  2. All rental rates are subject to change with reasonable

 

  1. In order for a reservation to be considered valid (“booked”) all terms of the agreement must be
    1. Reservations shall be considered valid once a signed contract is in place and monies due are
    2. Ongoing rentals shall at a minimum pay rental fees for their upcoming month of reservations.
    3. Individual payment options may be negotiated to most effectively manage the group’s ongoing usage and the operation of each
  2. Affiliated User Groups may make last-minute reservation requests. When reasonable, these requests shall be accommodated. However, the Director of Parks and Recreation or his or her designee must approve events that are large, require set- up, or require exclusive use of a facility when it is normally scheduled to be open to the

 

VII.            Payment

  1. Deposits

Affiliated Users are not subject to deposit requirements. However, in the case of excessive cleanup or damage to the facility, the affiliated user will be responsible for the cost of replacement and/or time for cleanup.

  1. Fees
    1. Affiliated User groups shall at a minimum pay rental fees for their upcoming month of reservations. Any cancellations will be credited to the next month’s payment.
    2. Failure of the Affiliated User to pay fees by the due date may result in the cancellation of the rental agreement by the
    3. Reservations cancelled for nonpayment of fees will not be rescheduled, and fees owed for facilities not used as the result of nonpayment of fees will not be waived.

 

VIII.         Cancellations

Reservations may be cancelled by the Affiliated User Group up to 14 days in advance.

 

  1. Cancellations shall be credited to the Affiliated
  2. A full refund will be given for rentals cancelled more than 14 days in
  3. For rentals booked less than 30 days in advance, the Affiliated User shall have a 72- hour period from time of booking in which to cancel and be eligible for a full refund of deposit and fee.

 

IX.              Delivery and Storage

Delivery and storage of equipment and supplies for practices and competitions are subject to approval by the full-time staff member serving as a Contact person for the Affiliated User Group. In order to preserve space and to limit liability for stored and delivered items, certain restrictions will apply.

 

 

X.                 Set-up Instructions

XI.              Supervision

Supervision is required for all usage involving persons under the age of 21. The amount of supervision required will depend on the number of participants, age of the participants, and nature of the event. Those supervising shall be at least 21 years of age.

 

  1. Each Affiliated User Group shall be supplied with a set of rules and regulations governing usage of the facility.
  2. Those supervising the group shall be responsible for ensuring that participants are following facility rules and
  3. Groups that do not adhere to facility rules and regulations shall not be allowed to book future usage of facilities.

 

XII.            Equipment Use

A limited selection of equipment may be available during usage by prior arrangement.

 

  1. The cost of repairs to damaged equipment will be charged to the Affiliated
  2. Arrangements for the use of equipment and supplies shall be with the Recreation Supervisor serving as the
